Kellogg & Sovereign Consulting, LLC will again be using an online, web-based program for the 2008-09 (11th program year) E-Rate RFP (Request for Proposal) process.
We request that all bidders submit bids online. Once you have entered your bids online, you will need to print, sign and mail your signed bids to Kellogg & Sovereign. Bidders may submit supporting details and schedules. All documents submitted MUST include service provider name, contact name, address, city, state, zip, phone #, fax #, email address, SPIN,FCC RN, school/library name and location for installation of equipment if applicable. Bids MUST include pricing detail by line item. Line items must list make and model # of all equipment proposed. List maintenance, installation, configuration, delivery, travel and per diem charges (if applicable)as separate line items for the associated service.
Bidders for all services and products (except for tariffed telecommunications services and month-to-month services that do not have a related contract)must also submit a contract for services/and or products. When the applicants select the bids to include in their application, the program will generate a standard contract. See: Required Forms-Erate Bids 2008-09
All proposals shall be subject to E-Rate funding and school board approval. Additionally, it is highly recommended that all equipment bidders make onsite visits to determine the best solution for the school or library.
Follow the instructions on the screen to navigate the site. DO NOT USE THE BROWSER BACK AND FORWARD BUTTONS. Only use the program's buttons to navigate the site--this will ensure that all your bids are saved.

If you are unable to access the Internet to view RFPs and submit your bids, send an email to erate@kelloggllc.com to request copies of RFPs and instructions on how to submit your bid by mail.
Each school or library (applicant) will receive:
When the school/library selects the bids they want to include on their E-Rate application, we can have the program automatically generate a bid # and associated standard contract.
Complete the Service Provider Signature and Logo Authorization Forms (See: Required Forms-Erate Bids 2008-09) so we will have the proper authorization to prepare the standardized contract and affix your logo to your printed bids and contracts.
Applicants will select the most cost-effective
bids with price being the primary factor. Unless otherwise stated, bid selection criteria will include:
(1)Price , (2) prior experience with applicant and service provider's experience implementing
succesful installations in other school/libraries, (3) personnel qualifications
(certifications, number of years experience), (4) proximity of service provider
to school/library location, and (5)quality of service (quality of product, availability
and quality of repair and customer support services, warranty).
