Information provided
herein are minimum specifications. These specifications are for E-Rate Requests for Proposal
(RFPs) posted by Kellogg & Sovereign Consulting, LLC for the 2008-09 funding year.
Items listed are NOT intended to be a complete listing of the SLD Eligible Services List.
All Bidders must carefully read and abide
by the Eligible Services List on the Schools & Libraries Web site: http://www.sl.universalservice.org/reference/eligible.asp
OVERALL GUIDELINES
READ The Eligible Services Framework to gain an overall understanding of what products and services
are eligible for E-Rate discounts: Eligible Services Framework
READ carefully any section of these specifications and the USAC Eligible Services List
that is related to your products and/or services prior to posting any bids.
ALL bidders should READ ALL of the Miscellaneous and Special Eligibility sections of the
Eligible Services List.
If you will be bidding on maintenance and/or warranty services, READ carefully the Eligible Services List information regarding Maintenance & Technical
support. Erate discounts are available ONLY for BASIC MAINTENANCE. If even $1.00 of ineligible
maintenance is included in your bid, SLD may deny 100% of the funding request. You MUST
include a list of equipment including the qty, make and model # covered by your bid. Additionally, all bids for basic maintenance
MUST provide pricing (line item detail pricing) for each item covered.
See: Required Additional Documentation for Maintenance, Support Equipment, and Servers.
If you are placing bids for internal connections, you will need to price your bids by site (i.e. Elementary
School, Middle School, High School, or shared services (District)).
All internal connections bids must provide:
- line item detail for each separately priced component
- make, model number, part number, and description
- separate line item detail for additional items required including installation/configuration,
maintenance/warranty, travel and per diem, shipping and handling charges
- all warranties must specify the period of warranty coverage. If the period is for more
than one year, bidder must provide: (1) cost of additional years and (2) whether or not the
warranty quoted is the minimum, standard warranty available
- If you will be providing maintenance for ineligible equipment, provide a separate
bid for the ineligible items.
- If you will be bidding on file servers, you MUST provide a schedule of the usage of the
server broken down between eligible uses and ineligible uses.
See: Required Additional Documentation for Maintenance, Support Equipment, and Servers.
- If you will be invoicing the schools for charges associated with the eligible product or
services such as installation, configuration, per diem, and trip charges,
you MUST LIST THESE CHARGES AS INDIVIDUAL LINE ITEMs on your bid. SLD will not provide
discounts for these items if they are not listed separately!
- Maintenance/Warranty for NEW items: Include maintenance and/or warranty charges as a line item on the bid for the new product or service. Do NOT list maintenance and/or warranty charges for new products & services
as a separate bid.
- Maintenenance/Warranty for EXISTING items: The only time you will bid maintenance separately is
when you are placing a bid to maintain products and services that the school/library already owns.
In this case, you will post your bid selecting maintenance from the drop down menu of services.
** NEW FOR 2008-09**. When you place your bid online, any ineligible items should be INCLUDED with the regular bid. You will need to then list the ineligible items in a separate line item online as a negative amount so they will be subtracted from the total E-Rate amount requested.
- List ALL items in your bid INCLUDING ineligible items. You may provide general description on your online bid, then send us a detailed spreadsheet. The detailed bid file name must include your company name and the school/library name. Your detailed bid must be sent by email to :erate@kelloggllc.com.
- Show ineligible items on a separate line item with a negative amount so it will be subtracted from your total bid.
For examples, see: Step by Step Bidding Instructions
- DO NOT submit price lists online. You may list only one solution per bid. If you want the school/library to consider other options you have available, you may list in the description of your bid a link (URL) to your price lists posted on your website.
We cannot emphasize enough how important it is for you to READ the Eligible Services List!
