Kellogg & Sovereign® Consulting, LLC
was originally formed in 1990 to provide grant writing and technology consulting services for school districts. When the E-Rate program began in 1998, we were working with schools on site to assist them plan and install technology, develop web sites, and apply for technology funding. 
As the E-Rate program expanded along with requests for assistance, we focused our talents on working with schools and libraries to successfully apply for E-Rate discounts on advanced telecommunications and information services. For E-Rate FY 2010-11, we filed over 380 Form 471 applications representing over 220 school districts and library systems. We are also providing support for applicants selected for IPIA (on-site) audits and have been assisting schools & libraries in the audit area since FY 2000.

Our clients range from small rural districts to large metropolitan districts, library systems, and rural heathcare systems. We have chosen to work exclusively with the applicant side of E-Rate which enables us to be fully involved in the technology planning and request for proposal processes.
